UTTARAKHAND EMERGENCY ASSISTANCE PROJECT- TOURISM(GMVN & KMVN)

Project Background

During June 15 to 17, 2013, cloud bursts and heavy (64.5 - 124.4 mm) to very heavy rainfall (124.5 – 244.4 mm) hit several parts of the higher reaches of the Himalayas in the State of Uttarakhand. This unprecedented rainfall resulted in a sudden increase in water levels giving rise to flash floods in the Mandakini, Alaknanda, Bhagirathi, Kali, & Gauri river basins and also caused extensive landslides at various locations & wide spread damages to properties & loss of lives. Casualties in the affected areas ran into thousands apart from loss to the created infrastructure support for the pilgrims/tourists. Due to flash floods, many hotels, tourist rest houses, restaurants and shops in Garhwal & kumaon region were completely destroyed, badly affecting the entire tourism sector in Uttarakhand.

Impact on Tourism

As tourism industry is the backbone of economy of Uttarakhand state , it was adversely affected due to disaster. According to estimates from the Uttarakhand Hotel and Restaurant Association, the floods washed away over 100 small hotels which were constructed right on the riverbanks due to flash flood in Himalayan rivers. Rudraprayag district was worst hit due to disaster, besides Rudraprayag, Chamoli, Uttarkashi, Bageshwar & Pithoragarh were the other districts, which were affected during disaster -2013.

As a part of Tourism Restoration Drive, it was decided by the Govt. of Uttarakhand that Uttarakhand Tourism Department's Assets run by G.M.V.N./K.M.V.N., damaged during disaster June 2013 in above 5 disaster affected districts be Restored / Reconstructed / Rehabilitated so as to compensate for the loss of tourist accommodation and to provide improved accommodation facilities to the tourist / pilgrims visiting Uttarakhand.

The ADB, on receiving a request from DEA (Department of Economy & affairs) GOI, extended a hand of cooperation for rehabilitation/restoration/reconstruction of damaged assets of tourism infrastructure in the state of Uttarakhand. Following packages have been approved by HPC (High Power Committee).

  • Construction of hybrid huts.
  • Eco- friendly Galvanized LGFS (Light gauge framing steel structures) huts.
  • Eco- friendly Galvanized LGFS Meditation centre, Multipurpose hall & Night Shelter.
  • Re-developed/Re-strengthened TRH's (Tourist Rest Houses).
  • Night Shelter's in Prefabricated Fiber-reinforced Plastic (FRP) Structure and social facilities.
