Slope Bridge & River Bank Protection

Project Background

The UDRP-AF is a project dovetailed to the UDRP, this project aims to carry out works for which most of the studies and designs had been carried out under the UDRP and are related to rural road connectivity protection works and bridges. Bridges, road protection, and river bank protection under Component 2 – Rural Road Connectivity:

i. Reconstruction of bridges that are damaged to the point of needing replacement, or where the original bridge is no longer in use due to damage or total collapse;

ii. Road protection works to reduce the risk of landslides in selected critical slopes to protect and improve connectivity; and

iii. River bank protection in critical stretches to reduce the risk of river bank erosion and resulting loss of connectivity.

Rural Road Connectivity (Road Protection, Bridges) – US $ 77 million

The objective of this component is to focus on the construction of road protection works and bridges. The aim is to reduce vulnerability of the affected population and improve access to the basic services of governance. The roads and bridges will be designed to withstand earthquake and flood forces as per the latest official design guidelines. The affected rural areas will be benefitted by the improved access to the market thereby increasing the economic growth in these areas and timely access to health and education services.

Component: Rural Road Connectivity (River Protection works)– US $ 11 million

The objective of this component is to protect the rural connectivity lost due to the damage on the river side of the roads as also to protect the communities at vulnerable reaches of the rivers. The river protection works will be designed to withstand earthquake and flood forces as per the latest official design guidelines. The affected rural areas will be benefitted by the improved access and protection to communities from rivers.

 


RURAL ROAD CONNECTIVITY (Road Protection and Bridges):

This component will improve the connectivity to rural areas by undertaking road protection works and bridges and conform to all-weather standards. It will be implemented by a PIU of the Public Works Department (PWD) of the GoU under the overall guidance of the Project Management Unit (PMU), in compliance with the administrative requirements of GoU and the World Bank as agreed in the Project Agreement. PWD will place a Chief Engineer and establish a separate Project Implementation Unit (PIU), and will ensure deployment of adequate staff for the entire duration of the project, either drawn from the department and or from open market on contract. The engineering staff from the PWD divisions in the field PIUs will supervise the implementation of subprojects approved under this component. Additional support to the PIU will be provided through the engagement of consultants in identification, design, procurement, construction, supervision, monitoring, evaluation, financial management and reporting, to ensure quality and support to PWD engineers in the field for timely implementation of the contract packages approved for execution.

Detail Project Reports (DPRs) will be prepared with technical design and construction drawings, estimated costs for each package and lots within, for works under each of the aforesaid subcomponent. Prior approval of the Department Empowered Committee (DEC), HPC (PMU) and the Bank will be obtained before the works are tendered for contracting. Extensive consultations will be held with the communities for design of protection works and bridges to ensure the alignments are conducive and acceptable to the user community. Wherever possible the community will be encouraged and trained on maintenance of these infrastructures.
 
The PIU from the PWD will be responsible for overall implementation of the component. Their function including:
•    Identification of the road protection works and/or bridges to be constructed/reconstructed under the Project.
•    Design and Planning - Preparation of DPRs, Cost estimation and preparation of bidding documents including social and environmental screening, preparation of EMP, RAP etc as necessary.
•    Receipt of Tenders, Opening and preparation of bid evaluation reports, review and check by nodal officers and forwarding to PMU for final decision.
•    Award of contract for the procurement of works and goods.
•    Implementation of works and Contract Management (acting as Engineer under the contract).



•    Supervision of works, quality assurance and ensuring compliance with agreed social and environmental procedures and framework.
•    Recommendation and payments.

RURAL ROAD CONNECTIVITY (River Protection Works):

This component will improve the connectivity to rural areas by undertaking river protection works and conform to all-weather standards. It will be implemented by a PIU of the Roads and Bridges – (Irrigation) of the GoU under the overall guidance of the Project Management Unit (PMU), in compliance with the administrative requirements of GoU and the World Bank as agreed in the Project Agreement. Irrigation Department will place a Chief Engineer (or Superintending Engineer) and will ensure deployment of adequate staff for the Project Implementation Unit (PIU (R&B-Irrigation) and FPIUs(Irrigation) for the entire duration of the project, either drawn from the department and or from open market on contract. The engineering staff from the Irrigation divisions in the field PIUs will supervise the implementation of subprojects approved under this component. Additional support to the PIU(R&B-Irrigation) will be provided through the engagement of consultants in identification, design, procurement, construction, supervision, monitoring, evaluation, financial management and reporting, to ensure quality and support to Irrigation Department engineers in the field for timely implementation of the contract packages approved for execution.
